Abstract

This article aims to visualize the viable scenarios for the Nicaraguan Science and Technology Policy formulation under the partnership dialogue and consensus model recently enacted by the Sandinista Government. The approach of this study rely on documentary analysis by using a qualitative approach based on the epistemological retrospective and critical rationalism. It was found that academic and non-academic stakeholders still operate at a level that demands a systemic and decisive role of the State. The parts of the ST system are there but actor-fragmented performance shown that this low level of actor behavior required a scaling up in order to activate a policy formulation supported by empirical evidence that fed a policy development with dynamic and strategic issues of the national economy. It is concluded that possible interaction platforms resulting first require the role of the State and secondly to get a real dialogue.
