It was found that academic and non-academic stakeholders still operate at a level that demands a systemic and decisive role of the State. The parts of the ST system are there but actor-fragmented performance shown that this low level of actor behavior required a scaling up in order to activate a policy formulation supported by empirical evidence that fed a policy development with dynamic and strategic issues of the national economy. It is concluded that possible interaction platforms resulting first require the role of the State and secondly to get a real dialogue.
