Before the question about the expectations of urban development for Managua 2017, it is difficult to establish an order on the priorities of the territorial and urban planning in the capital city. The order of priority is related to the city's investment and transformation opportunities, with the formulation of a city model capable of meeting criteria of sustainability, resilience and rationality, and which also provides opportunities for the integral development of citizens, And define at the formal and spatial level, the necessary and adequate environments for habitability.
These objectives demand to be operative in matters of urbanism, but without falling into pragmatism. We can not forget that the city is to be inhabited. The utilitarian and speculative pragmatism has been reified into the city and tends to turn it into object-merchandise, in extreme cases, an exclusive place of business, extraction of resources and administrative management, unethical, and certainly has been in history in some Occasions. However, those cities that we recognize as beautiful, are those that did not forget their essential purpose and achieved a balance between economic activities and the process of construction of the same city.
To achieve a human and beautiful city it is necessary to establish a fair relationship between the economic dynamics and the normative aspects that govern their own construction and habitability. In this sense, let us ask ourselves, why have urban planning plans failed to direct the transformation dynamics of the capital? Perhaps in this question we find the indication to establish a certain principle of urban planning for 2017 and the following years, because a city plan necessarily has a schedule in time ordered in three phases, short, medium and long term. Planning requires different periods and longer than the simple construction of infrastructures and buildings, so they should be the object of further reflection and study.
